Before this change, if a "--drive-stop-on-upload-limit" was set,
rclone would not stop the upload if a "storageQuotaExceeded" error occurred.
This fix now checks for the "storageQuotaExceeded" error
and "--drive-stop-on-upload-limit", and fails fast.
