Nick Craig-Wood 3f8df416c8 build: stop make compile_all overloading the machine
Previously cross-compile.go ran NumCPU builds in parallel, each of
which ran an unrestricted go build using -p NumCPU internally, giving
up to NumCPU^2 concurrent compile processes and enormous load averages.

Pass -p to each go build, sized so the total parallelism is about
NumCPU, sharing the CPUs between however many builds are actually
selected. This can be overridden with the new -build-p flag.

Nick Craig-Wood ed983c952d bin: remove commits already released on the stable branch from the changelog
When making a release from master, the range since the last minor
release includes all the commits which were cherry-picked to the
previous stable branch and already published in its point releases,
so their changelog lines had to be deleted by hand.

make_changelog.py now finds the previous stable branch (eg
v1.74-stable) from the version being released and skips any commits
released there, detected via cherry-pick -x trailers and git cherry
patch equivalence. Skipped commits are listed on stderr for review.

Releases made from a stable branch are unaffected.

Nick Craig-Wood 56b7d7500e gui: embed compressed dist.zip in the binary for smaller, reproducible builds
Previously `make fetch-gui` extracted the GUI release into cmd/gui/dist/
and the unpacked tree was embedded uncompressed via `//go:embed dist`.

This commits and embeds the GUI bundle (dist.zip) and its release tag
(dist.tag) to the repo so:

- the rclone binary is smaller
- `go build` works on a fresh clone without first running fetch-gui
- a given commit pins an exact GUI version

The "Fetch GUI" step was removed from .github/workflows/build.yml.

Nick Craig-Wood 5337b14739 build: fix GitHub API rate limit errors when fetching GUI dist in CI
The fetch-gui-dist.sh script calls the GitHub releases API
unauthenticated, which is limited to 60 requests/hour per source IP.
GitHub Actions runners share outbound IPs, so this quota is regularly
exhausted.

Pass GITHUB_TOKEN (or GH_TOKEN) as an Authorization header when
present, raising the limit to 1000/hour, and wire secrets.GITHUB_TOKEN
into the workflow step. Local unauthenticated runs still work.

albertony 0f3aa17fb6 build: improve backend docs autogenerated marker line
Replace custom rem hugo shortcode template with HTML comment. HTML comments are now
allowed in Hugo without enabling unsafe HTML parsing.

Improve the text in the comment: Remove unnecessary quoting, and avoid impression that
make backenddocs has to be run and results committed, since we have a lint check which
will then report error because we want to prevent manual changes in autogenerated sections.

Disable the markdownlint rule line-length on the autogenerated marker line.

Make the autogenerated marker detection a bit more robust.

See #8942 for more details.

albertonyandNick Craig-Wood bcdfad3c83 build: update logging statements to make json log work - fixes #6038
This changes log statements from log to fs package, which is required for --use-json-log
to properly make log output in JSON format. The recently added custom linting rule,
handled by ruleguard via gocritic via golangci-lint, warns about these and suggests
the alternative. Fixing was therefore basically running "golangci-lint run --fix",
although some manual fixup of mainly imports are necessary following that.
