Nick Craig-Wood be6c689a68 build: fix FUSE mount test failures on GitHub actions runners 
Runner image ubuntu24/20260726.254 updated podman from 4.9.3 to 5.8.4
which is installed from the podman-static bundle. This bundle ships a
non-setuid fusermount3 in /usr/local/bin which shadows the setuid
/usr/bin/fusermount3 from the fuse3 package (as /usr/local/bin comes
first in PATH). A non-setuid fusermount3 cannot mount as an
unprivileged user, so the cmd/mount and cmd/mount2 tests failed with:

    fusermount3: mount failed: Operation not permitted

Fix by removing the podman bundled fusermount binaries so the distro
provided setuid one is used.

Add an AGENTS.md at the repository root describing the project's build,
test and code conventions for AI coding agents (Claude Code, Codex,
Cursor and similar). CLAUDE.md imports it so Claude Code reads the same
guidance.

Add an "AI-assisted contributions" section to CONTRIBUTING.md asking
contributors to understand and test AI-generated code themselves and to
trim the verbose comments these tools tend to produce, and add a
matching checkbox to the pull request template.

Nick Craig-Wood 3732e010e2 github: modernise issue and pull request templates 
Convert the bug report and feature request templates to GitHub issue forms.

Rewrite the pull request template to require that non-trivial changes are
discussed in an issue first, and to spell out that backend changes need a
clean test_all run and a test account for the integration tester before
they can be merged. Document the latter requirement in CONTRIBUTING.md.

Remove the legacy ISSUE_TEMPLATE.md which is superseded by the forms.

Nick Craig-Wood 8b981d8a69 build: cache Go build and module dirs to speed up CI 
The build matrix relied on setup-go's built-in cache, which keys only on
go.sum with no job differentiation. All matrix jobs computed the same
cache key and raced to save it; since cache keys are immutable, only the
first job to finish saved its cache. That winner was usually a fast job
whose build cache contained none of the cross-compiled architectures, so
the compile_all and ci_beta steps started from a cold cache on every run.

Disable setup-go's cache and add two explicit actions/cache steps to the
build matrix, the android job and the lint job:

  - the module cache (~/go/pkg/mod) depends only on go.sum, so it is
    shared across all jobs under a single key; it used to be duplicated in
    every job's cache. The downloaded module .zip archives are pruned
    before saving as they are not needed to build from the extracted
    module cache, roughly halving it to ~260 MiB per OS;
  - the build cache (compiled artifacts) is specific to OS, arch and Go
    version, so it is kept per job, keyed on the job name.

This lets the cross-compile steps reuse per-architecture build artifacts
and keeps the total cache within the repository limit.

Measured on CI, comparing a cold-cache run against the following
warm-cache run:

    other_os    23m12s -> 3m35s    (compile_all 14m -> 21s)
    linux       23m13s -> 12m14s   (deploy 11m -> 1m37s,
                                     race test 8m -> 4m45s)

Both jobs now finish well under 15 minutes once the cache is warm.

Nick Craig-Wood 56b7d7500e gui: embed compressed dist.zip in the binary for smaller, reproducible builds 
Previously `make fetch-gui` extracted the GUI release into cmd/gui/dist/
and the unpacked tree was embedded uncompressed via `//go:embed dist`.

This commits and embeds the GUI bundle (dist.zip) and its release tag
(dist.tag) to the repo so:

- the rclone binary is smaller
- `go build` works on a fresh clone without first running fetch-gui
- a given commit pins an exact GUI version

The "Fetch GUI" step was removed from .github/workflows/build.yml.

Nick Craig-Wood 5337b14739 build: fix GitHub API rate limit errors when fetching GUI dist in CI 
The fetch-gui-dist.sh script calls the GitHub releases API
unauthenticated, which is limited to 60 requests/hour per source IP.
GitHub Actions runners share outbound IPs, so this quota is regularly
exhausted.

Pass GITHUB_TOKEN (or GH_TOKEN) as an Authorization header when
present, raising the limit to 1000/hour, and wire secrets.GITHUB_TOKEN
into the workflow step. Local unauthenticated runs still work.
