NoCloserNotify hides the Close method of the reader passed in like
NoCloser, but calls a notify function (once only) when the returned
body is closed. This lets callers of http.NewRequest find out when the
transport has finished with a request body, as it is documented to
possibly close it in a different goroutine after the request has
finished.
NoCloser hides the Close method of an io.Reader but in doing so it
also hid io.WriterTo if the underlying reader implemented it, forcing
io.Copy to fall back to a buffered Read loop.
Following io.NopCloser, return a variant which forwards WriteTo when
the wrapped reader supports it.
Before this change multi-thread copies using the FTP backend used to error with
551 Error reading file
This was caused by a spurious error being reported which this code silences.

This is possible now that we no longer support go1.12 and brings
rclone into line with standard practices in the Go world.
This also removes errors.New and errors.Errorf from lib/errors and
prefers the stdlib errors package over lib/errors.
A Range request can never request 0 bytes however this change was made
to make a clearer signal that the limit means read to the end.
Add test and more documentation and fixup uses
The purpose of this is to make it easier to maintain and eventually to
allow the rclone backends to be re-used in other projects without
having to use the rclone configuration system.
The new code layout is documented in CONTRIBUTING.
